Illegal recruitment happening, what to do

I know a case where a government official formed a selection committee to recruit a few people on certain position. The interesting fact is that his wife was an applicant. It is no surporise then that his wife was selected. I personally feel that this is a case of corruption. I want some action to be take against this officer. What are the options available to me if I want to pursue this case. Any help in this matter will be highly appreciated.
This can be raised before the High Court, but may have to be structured as a PIL, unless you were an applicant for the said position yourself in which case it will be a writ petition under Article 226.
Also success depends on what documents you have re how the official formed the panel, whether constitution of the commitee was as per Rules etc.
