I could not take joining letter now institution is not giving me one

I was selected in education department in Punjab as teacher in final merit list in October 2016 on regular basis. District was also allocated to me through online process. I was called to allocated district for joining letter. But due to some reason I was not able to go there. My joining letter was not sent to me through any media (post or e-mail or call). Department just throw me out in December 2016 and seat was given to waiting list candidate. My consent was not taken by the department. Now in 2017 I want to join that job. Can I join through legal help from court? Is there any chance for me? Please guide me.
Dear client do you have any document regarding your selection as a teacher, if yes then we can move to high court, try to get any documentary proof of your selection , even if you have a list of candidates who have selected..
