How to settle pending dispute in a government organistaion

1. X and Y working in the same government organisation r went to CAT to give them relief in certain similar matter. Later, they withdrew the case from CAT. CAT issued the Order that the Director of the organisation will pass an appropriate Order within two months' period if X and Y make representation before the Director. 2. X and Y made joint representation without signature, that too after two weeks' period. 3. Later, they submitted their joint representation with signature. 4. Director issued show cause notice to them with disciplinary action as Joint representation is against Conduct Rules of the Government Servant. 5. Again,they made individual representation to decide on the matter. Now, the Questions are: 1. Whether joint representation against conduct rules is very serious? 2. Whether individual representation after the lapse of two weeks' time period can be taken up by the Director or not?
