How to revoke suspension and enhance subsistence allowance

Sir I am an employee of food corporation of India. My case is some different. It is not a departmental case.my case is a criminal case and it is outside of the department.but department is keeping me in suspension from 07/08/15 to till date. I released on bail on after two months and then informed to my office about my detention period after that they suspended from my detention period I m getting only 50 % salary and so many times I have requested for revocation and increase my subsistence allowance but they are not considering and ignoring it. They are are afraid to take decision and also they want to save her skin. Orally they are consoling me for revoke but not in written. They have given only one extention of my suspension on 29/11/16. According to rules they can extend the suspension first for three months and next to 6 months and before the expiry of date of suspension they have to decide whether it has to extend or revoke, if they will decide to extend after the expiration
