How to resign from my college after my PG diploma

I am a health service quota candidate completing my pg from TVM govt medical college. I have not taken deputation from health service to get normal salary. I have given stipend by medical college. I have undergone Pg in non-clinical subject and in health service there is no suitable post for my qualification. Now I would like to resign my job in health service and join medical education dept. as lecturer. In prospectus following clauses are there. “7-6.
