How to recover full and final settlement after resigning from company

I resigned from a company on 3rd December 2015 and left it on 19th Dec'2015 without serving my 30 days notice period. I have my 2 months salary i.e. November and December 2015 pending with them. The resignation was accepted by the HR and plant head and forwarded to HO on the next day itself. Now after 6 months they are not clearing my full and final settlement and even my relieving letters and my PF amount. How to get them.
