How to obtain Character certificate from the institute last attended

I am confused by the line character certificate from the institute last attended for govt. Job. As I am working in a non-profit organization kind of society after completing my university education, from where I should ask for such certificate? If my present employer deny then what can I do? I have received certificate from my university.
