How to go about legalities involved in employment services

My father is now workingasofficesubordinate in genco he got this job in land loser quota in 2016.though our land was taken by genco authorities in 1986.and supreme court ordered genco to give jobs for land losers then a DSC was held before collector in 2007 all the petioners in the list have got jobs in 2007 except for us because our application was misplaced in the Chief engineer's office and they don't consider for job but this was known to us in 2013 with RTI and in 2009 collector has sent a report to know who's responsible for misplacing the application to genco but they don't responded.finally in 2015 collector has kept DSC and finalized our case and written"the candidate is applicable for employment according to his qualifications".As my father has completed diploma in civil in 1991 and in the same case the other petioners got sub engineer post directly but they don't consider qualifications and given office subordinate.what we to do now is they take any action​ if we go to court
