How to get transfer from current station to a desired station?

I have been appointed in my present station as Class 3 employee GOI U/T 4 years ago, but now when I am requesting to transfer my services to my desired home station, the management states that they have no employee as my replacement. I have a ailing father and Im their his only son. As current station is naxal site and currently have no train connectivity and reputed hospitals, hence I am not able to shift my parents with me here. I have approached my employee union, but they also have no interest in getting me transferred. What can be done in this regard? Im frustrated and exhausted, any advice would be helpful for me. Thank you.
transfer of an employee can only be done by your department. in response to your letter they have mentioned that they are not having any replacement and therefore cannot do it, in such a case you have no option, won't advise you to file a case as well as the merits of the case in on the other side. you need to wait and request again after sometime
