How to get extraordinary Leave Rules for CCS Group A officers

I am a central govt Group A officer under probation. I was appointed in Dec 2015. I applied for 3 months EOL to continue my masters from January to March. I joined for a day in April and again went on EL for 45 days and also requested for EOL for 3 months. The competent authority has rejected the application citing that I am still on probation. So my two questions are: 1. CCS Rules 1972: Rule 32(2) states that Unless the President in view of the exceptional circumstances of the case otherwise determines, no Government servant, who is not in permanent employ or quasi-permanent employ, shall be granted extraordinary leave on any one occasion in excess of the following limits. What does this any one occasion means? Does it mean only one occasion in entire service ON probation? Or does it mean that after taking 3 months EOL and joining back, I am eligible for EOL again. 2. CCS Rules 1972: Rule 33(2) states that A person appointed to a post on probation shall be entitled to leave under

The rule in general states that you can be granted extraordinary leave only for one time at the time of your probation period but same can be repeated (second time) only in exceptional cases which has to be considered by the President.
Now if you have an extraordinary circumstance with yourself which can be considered by the President of India then file an application before him and take the leave justifying your leave otherwise sit back and continue with your work. Your next extraordinary leave will come only when you will become permanent or quasi-permanent employee.
