how to deal with harassment in office when resigned

I was working in a pvt school since year 2013 and resigned from the said school on 31.05.2017. After resignation when I asked for an experience certificate thy have issued me a termination letter showing mis behavior with the school? Head.I have taken up the matter with National commission for women on 15.06.2017. But to my surprise, after the lapse of two months also, i have not received any reply from the national commission for women. In this regard can I approach HRD Ministry against this school? Please advise in the matter. What should I do?
you give the notice to the management of school regarding illegal termination. if mgt terminated then the departmental inquiry compulsory. you said you have resign and mgt said terminated in that circumstances Education tribunal can decide that if terminated then the termination is valid genuine of bad.
