How to claim for no equality of pay under Central Govt. Job

I joined Govt of india on 10.09.2014 on direct recruitment basis and my pay was fixed at minimum of Rs.21000. My junior joined on 10.10.2016 on direct recruitment basis but his pay was fixed at Rs.23000 as he got benefit of pay protection due to being earlier PSU employee. PSU employees do not fall withing the definition of government servant. Can I claim benefit of stepping up as in my view all three conditions of stepping up are fulfilled in my case ?
Before rushing to Court, you must first file a representation with your Department citing relevant Pay Rules/Service Rules. Although the principle of Equal Pay for Equal Work has now been well recognised by the Supreme Court in various judgments, you first need a reply from the CG with respect to your representation to challenge the same before High Court.
