How to apply for the benefit from my previous service

After serving on substantial post of Ast professor in Higher Education depart J&K for 6 years I applied through proper channel for the post of Ast Professor at Jammu University, the administrative depart is refusing to have received my application form,hence they have not forwarded it to Jammu Uni. I have requested higher education department for relieving order and acceptance of my technical resignation so that my service and pay may be protected, but, for the last 3 years the administrative depart is not responding even after the repeated reminders. when I personally met Secretary Higher.
