How is seniority decided in a company

If two person are appointed with different recruitment rules on the same post how the seniority will be decided/ for example A appointed on associate professor without any teaching experience and without PhD (as per advt) and B is appointed on the same post with 5 years teaching experience and Phd (as per advt) and A joined earlier then B,in this case how the seniority will be decided?

More importantly, they have the benefit of experience on their side, which is a critical attribute especially when it comes to selection for higher leadership positions. It is often assumed that a more seasoned, experienced individual is more suitable to lead a team. That being said, merit-based promotions have gained in popularity over the years

If what you are saying is correct then the person who joined first will be considered to be the senior among two as now both are at the same post. However it needs to be checked if there is any mention of promotional conditions which varies in both.
