How can recover my pending dues from my employees

My salary was 8000/* per month. total one & half month salary was pending. 12000/- salary. I want salary only 11000/-(with cut the day). I have contacted the MD personal may times, also mailed the MD but still not getting any conformation about when I will get my money. my salary has not been credited in my account. I call him. he don't pick the phone. anytime he pick phone.He said to me I will give you within this month. now 11 months go. help
