How can I recover salary and experience letter from employer

I am a software engineer in a pvt ltd. company in Mohali. I have posted the resignation letter to my company. There is no management team in the company our boss is ruling it on his own. there are almost 30 - 40 people in the company. company policies are changed every year by the boss without any consultation from anyone.At the time i was appointed there was a notice period of max 3 months. and now when I am asking him to release me he his putting a condition of either I have to pay the salary of three months or i have to serve the notice period with half salary for three months.

To get your experience letter you are required to send a legal notice to the company demanding the same.
Failure to provide you the same, a suit for declaration is to be filed in the concerned civil court.

The initial step for recovery of your pending money is to send a legal notice to the company.
In the legal notice we provide a stipulated time to return the money failing to do so, you would require to file a civil suit for recovery in the concerned civil court. Please note that you will have to pay the corresponding court fee as per the amount of recovery to file the recovery suit.
