How can Govt. staff claim revised salary structure?

A government project have 20 manpower position including scientist to safaistaff was started in 2008. The projected salary structure was in form of fixed emoulments, however other projects funded by DST earning graded salary. The proposal to pay graded salary and it's reccomendation was made by DST but it could not be implemented at project site in University. From 2013, the project was taken over by University after UGC approval as it was committed to DST. The staff service is also continued with the same fixed emoulments. Now it is a big problem to staff that revision in salary is not being done, and after passing of 9 years with same salary, it is starving in current phase. It is my claim that: In project proposal it is claimed that position will be paid salary as per rules of government of India and host institution. After end of project duration, the staff are entitled for full salary as per their post. The continue on same salary is partial act.

Dear
You project must be run by some Government department either functionally or administratively. Therefore, you are hereby advised to take up the case with the concerned department or the ministry as the case may be. In case your issues don't get resolved, you can approach the the Tribunal of the concerned department. In case Tribunal of the concerned department is not in existence, you can opt of remedies under Article 226 of the Constitution of India in the High Court.
