Harrasment buy management by transfer and non approval to join new pos

I have been working in RVNL for last 10 years and 4 months on contractual position last few years just before completing 10 years of service they started giving transfer letter to different locations after joining new place of posting no work order was passed properly.Again after last transfer just 6 months later new transfer from Kolkata to Indore was provided and in a hurry just in one day after transfer release order was passed .Now new incharge via mail send me that he will not allow me to join the new place of posting.Even they have not made us permanent after 10 years and 4 months of service .what should I do ??

you have to give a detail representation before the authority concerned for immediate redressal of the issues involved and if after giving the detailed representation no appropreate steps taken by the authority concerned or no reply given to you then you may file case before appropreate court or tribunal and therefrom you can obtain justice..

since working last 11 months as a contructual employee it is evident that renewal of contracts were done. Now question is what is the length of service between the renewal contracts . The punishment transfer is illegal
