Harassement in office by Manager

I've been working in pvt. ltd co for past 8 years and my manager has personal grudges against me, i talked to him many yome but refuse to talk says " you want to work or you want to go". Manager also hold my last year increment and ask HR for help but refuse to help, says that without manager approval we can give you increment. I'm stuck anf my manager also harrase me on working ask to do his jobs, shouts at me fot any reason. Please hellp what i can do legally.
