GSI not giving noc for appearing in Assistant professor exam

I work as a Geologist ( group A) in geological survey of India (m/o mines). I want to appear in the assistant professor exam of university but the organisation is not allowing me. At the time of joining we signed a bond that if we leave gsi before completion of 3 years of service we will refund the training cost (7 lakhs). But even after giving the undertaking with noc application that I will give 7 lakh rupees to gsi if I join as a assistant professor in university before completion 3 years in gsi (7th Oct 2017) , the gsi rejected my noc application. It means that I cannot sit in any exam or apply for any post. It's against my constitutional rights. What should I do. Please suggest....

Need some further information, but still it is open for you to challenge. Can give a concrete answer after going through the undertaking only. Or else issue a demand justice letter and if it doesn't work then challenge the same before CAT

At the first instance let me know whether you have completed your probationary period . During probationary period, NOC for out side employment not granted by any cpsu and other central government contolled organisations​.However, after confirmation and absorption in the permanent roll, issuance of NOC is considered for out side employment subject to fulfilment of conditions embodied in the service Regulations of the organisation.Seek advice of your HR department through your controlling authority. MY OPINION THAT you have every option to establish your legitimate claim, you have the absolute legal authority / authorities to contest in multiple options of legal ways that you have get your right /rights to appear in the exam.
