Government transfer policy both working in PSU

Transfer policy my question is both are working in different PSU both are eligible to remain in same city under spouse case
he following Office Memorandums have been issued by Department of Personnel and Training (DOPT) from time to time as guidelines to all Central Government Departments in order to streamline the Transfer norms in respect of Husband and Wife when both are in Government Service.
