Government employee can make foreign trip without NOC from department

I am a govt.employee.I have sanctioned leave for foreign tour & already applied for NOC 1 & 1/2 month ago but I am yet to get the NOC. Can I make the foreign trip without the NOC ?
Leaving the country without intimating the govt may lead to serious ramifications. I would suggest you not to do that
Write an application to Admin Section of the department concerned requesting them to issue an NOC. The Admin section would write to vigilance division to get the vigilance status of the Govt employee to ascertain if he has any vigilance cases pending against him and if he has filed his Immovable Property Returns on time (i hope you have filed IPRs on time). After getting clearance from vigilance angle, NOC will be issued by Admin Section.
