GMC jammu not providing no objection certificate to join new job

I am 3rd year post graduate student in department of pathology GMC Jammu. i have been recently appointed as Medical officer in NHPC Ltd. at Uri J & K. For joining I am in need of No objection certificate from GMC Jammu. But they are not issuing me NoC on the grounds that I am already a post gradute student and NoC can only be issued after resigning as post graduate student.I have appealed to them after joining I will get leave sanctioned and resume my studies at GMC jammu and complete the study.Many students have joined as MO during PG course in JKPSC.
From the limited information you have provided it can only be said that different college have different policies and rules and regulations. Its upto the discretion of the college's administration whether to grant the NOC or not depending upon their rules and regulations. kindly look into the your college handbook for the same
