Getting threatened calls from one client

Hello, I own a travel company in Gurgaon. One of my client has book a land package with us. He has made the payments on which I had booked the hotels and other items on the land package. Now, before his travel dates his visa got rejected by the embassy. As per our cancellation policy he falls under non refundable category. He is threating me to refund his money which I can't as we have already paid to the vendors. Please suggest what can I do in this case.
please send him a legal notice against the threats and in this notice please inform him that as per the agreement signed by you and him for this land package, visa was to be arranged by your client and you have sold only land package, risk of visa was purely on him. please send legal notice so as to abstain him to file false complaint and harass you
