Full n final settlement pending from past 4 years

My ex employer is not giving full n final settlement amount. Its been 4 years after getting out of the company. Head HR every week gives assurance of giving money , but says funds are being arranged on SKYPE chat . Have records of all conversation from 4 years, month by month.Need Help in recovering the money and need to be compensated for all the trouble faced due to this.
If the agreement for a full and final settlement was signed you can enforce or else the assurances given to you over chat could be helpful in taking your ex-employer to the Court. Depending on what exactly the settlement is based your remedy could be ascertained. You could either approach the labour Inspector or You might have to file a suit for recovery. Will need to know all the facts before the correct course of action can be decided.
