From a PSU, delay in getting offer letter after selection

Sir I have selected in a PSU, both written test and interview, during documents verification process they have rejected me, after saying that I m not fulfilling the required criteria. So I have submitted my detailed documents again, after passing more than 10 months, they are still answering the documents are under review. They have issued offer letter to other candidates. My documents are very true, genuine and fulfilling the required criteria. So please guide me what legal step can I take

In such a scenario, we can first issue a representation to the PSU for not acting in accordance with the prescribed rules, however, if they fail to address your grievance, we can file a Writ Petition before the Hon’ble High Court

If it is a PSU, then best remedy available for you is to immediately file a writ petition to your concerned High court of your jurisdiction. It would be quick and under writ of mandamus you would get your appointment as well.
