You can file a writ petition in the High Court against the university to claim your unpaid salary for the month of February, 2016 as well as retirement dues, if the same has also not been paid till date. Have you demanded the salary and dues in writing also?

Send legal notice for recovery of your last months salary together with interest. If the legal notice fails to help, knock the doors of the Labour Court.....

serve a legal notice upon the employer giving it 30 days time for making payment of arrears along with interest thereupon.
file suit for recovery of dues before the civil court after expiry of the period granted in the legal notice.
