You should better keep track of this organization and the individual in person. This is an act of fraud and you should pursue this matter with full force and energy. Send them a legal notice asking for the compliance of their commitment or to refund back the amount remitted from you. If they fail to give response to you or do not reply properly then drag them in the court and get them punished for their act.

Your situation is not new. This is very much prevalent in market.

You have following options:-
1. File suit for harassment. In this case, damages will not be too high.
2. Go to police and lodge complaint for fraud, misconduct, breach of trust, etc.
3. Go ahead with both options 1 & 2
4. Forget about everything, look for another job.

Please take action after much deliberation and thought.

It is disturbing that educated people fall prey to touts. How can a company give you offer letter without interview. If you have details of the tout then file a police complaint against him for cheating.
