Employer withholding my increment and threatening to suspend. Remedy?

Employer is harassing me by withholding my increment and threatening me to suspend. I am working since 1996 in a PSU as a non executive staff. What action can i take?
As it is a public sector unit, you could file a writ petition before the High Court. The court will then order appropriate directions such as releasing your increments or reinstating you if you have been suspended.
