Employer not providing NOC for outside Employment

I am currently working in a Public Sector Enterprise.I wanted to move to another Maharatna CPSE .My employer is not providing NOC/ Forwarding my Application to Maharatna CPSE.I have no bonds or any legal obligations pending against me.I have forwarded it through proper channel following the company procedures.My company has sent a mail that my NOC is not recommended.Please suggest what to do

You can take it up with the HR department first. In writing. If that doesn’t help, you can move appropriate application to concerned court and get the employer give NOC. An employer cannot deny the same without any reason. It also depends on your employment agreement though.
