Employer not issuing experience letter

Hi All, I had 2 years of Service Agreement but I left organization 3 months before completion of Service Agreement and company is now asking for INR 2 Lacs for releasing my documents. I wrote several mails to HR and Managers but they are adamant for same. Any suggestions would be really helpful.

Just do one thing hire a advocate send them Legal Notice for the same followed by file a case if required. No law permits the employer to keep the experience letter or so of any employee in any case.
