Employees doesn't want to contribute in EPF coverage by company

I run a small company with employee strength of 27 persons whom basic salary is more than 15000/- per month and no employee wants to contribute to EPF. Under the circumstances, kindly suggest what I have to do now. Your early response is solicited.
