Discrimination in Promotion in PSB

I am an officer of a public sector bank. My bank declared 200 vacancies in the month of May 2017. All the officers joined upto 31.03.2014 were allowed to apply. 300 officers applied for promotion out of which they selected 110 and result declared. Now they have again invited application for leftover 90 vacancies but they are not allowing​ all the eligible candidates. This time they are saying that candidates joined between 01.04.2014 to 01.07.2014 can only apply. It is possible that an officer who haa not applied earlier may wish to apply now or an officer who had not performed well in interview may perform well now. How can they restrict them? Is it ok in a Public sector undertaking?

The selection of dates appears arbitrary as there is no reason to deny those who had appeared a chance to reappear unless the initial circular specified single chance. You may approach a High Court for suitable remedy under Article 226 of the Constitution.
