Discrepancy in the merit list of Lab Technician

I applied for Lab Technician in 2016, they require 5 yrs experience for diploma candidate. I had msc + 4 yr experience in 2016 Now I got 116.50 marks in written. 2 candidate who scored 116&114 marks are selected while I m not selected? Now I have 6 yrs experience! Acc to rule they must call me for document verification. But they didn't call me? I sent a lot of emails to them along with Health ministry. I didn't get reply. Now what I do?
You have to file writ petition before the high court for your grievance. High court will pass appropriate order to consider your case if the state is not hearing you. For any other queries you can contact us.
