Department not reviving UDC due to lack of information

Myself a LDC working in Central Govt subordinate office. office have 15 staffs and going to be 17 within 2 months. I am only LDC and no UDC and Assistant here. My head of office is DDO ny name and he is actually technical officer, so I have to do all types of admin, account, establishment, just every things since my appintment on 12.11.2011 cashier, store keeper from appintment. UDC vacant since 1999 and Assistnat post vacant since 2010.HOO sent proposal to revive the Assistant, not UDC. due to lack of information from office, dept not revived UDC, no chance for me to be UDC, help.
