denied job for Punjab ETT primary teacher requirement

Sir I applied for primary teacher job in December 2015 and at this time I have all result and DMC of diploma in education. Which is eligibility qualification coarse. I have no final diploma. Punjab primary teacher selection board with held my result because I have no diploma. He asked to submit original diploma before 15-09-16. But I submit provisional certificate board not give permission to me in future selection process. Sir please advice what I do. I complete all eligibility but board reject my application.
you have to file writ in high court. please contact me alongwith their newpaper publication, your details, your result, their denial and all other relavant documents. we have to file case immediately.
