Delay in my promotion due to delay in submission of enquiry report

After 4 months suspension revoked and I joined duty.But for 2.5 years no enquiry report sent to Directorate of our department.Because I expect my promotion. Due to the delaying of enquiry report submission everything is not good.So please give me answer.
Have you given a representation regarding this issue. If not please do the same immediately. Then wait for one month for the reply. If there is no reply from them then you can directly approach the court for your grievance.
