Debit notes was raised instead of providing bills. How to proceed ?

Sir, I am into online advertising business. My service provider through whom i was advertising my client's project, has provided me debit notes instead of raising bills. I can't produce debit notes as my expenses for the purpose of tax filing. He has denied to provide invoices against the services taken. What all options i have to solve this problem? Kindly advise. Thankyou
The condition mentioned in the qyery is a gorm of agreement which is incomplete but it can be completed by filling a suit or giving a legal notice to the defsulters so you may please make a contact to an advocate for necessary action
