Counseling still pending for a Govt Job what can be done

Respected Sir, This is reference to discussion with you, Kindly advice on my below matter, if something can be done. I applied for the post of Asst Sales Officer Profile in PHC Category in recruitment of 327 post in the month of May 2016 In Markfed, Punjab. I got third rank in the exam, In first counselling on 27/10/2016, the person with the first rank was Absent and the second rank person was not eligible for the post. So, I asked Markfed Head Office to conduct the 2nd counselling, but they were saying that they will conduct the counseling after the code of conduct (Code of conduct was in punjab till 11th March 2017). But now they are not responding on this. But, they did 3 counselings for 22 other posts in the recruitment Like clerk, field officer. assistant accountant and many more. So I want to take help from you that can I do case on this ground that they are not conducting counseling for this particular post.
