Contractor asking for more money

I stay in a housing society. I gave my flat for renovation. I hired an architect and for labour work he recommended on contractor. In Mumbai its the rule of many housing societies that there is no work on Sundays. And everyday in day time there should be no work from 2-3 pm. Now the contractor is asking for damages. He is saying that my labourers can work from 10 am to 10 pm and even on sundays. My concern is this rule of housing society is almost every where in mumbai. And being a very popular contractor he should be aware of this rule. Now he is asking for extra money as damages. What are my rights..what should I do ?

i would like to know that are these rules in writing and who has passed this rule of no work on sundays and between 2p,m-3pm. Secondly during the start of the project was the contractor not informed regarding these rules. no he cannot claim damages from you on these basis if there is a written rule/
