Concern authority is not informing about ex gratia appointment

I am a orphan boy my mother was working with a haryana government trust under WCD haryana but they are not have any service rules as per their RTI my mother was expire after a long illness on 1998 and I apply many times but not received any reply from deptt for Ex gratia appointment
You could send them a legal notice /representation and if they still don't reply you could approach the Punjab and Haryana High Court under by filing a writ petition, asking for the ex gratia appointment. The Court will be prayed to direct the State Government to implement it's policy regarding such appointments.
