Company reduce the pay scale against salary stated in offer letter

I joined a startup in Mumbai after giving an interview and they promised to offer me 5.5 lpa, for this job I left my job in bangalore and shifted to Mumbai. After joining the company and worked for 3 days, he is telling me he can't offer me the package which he wrote on the letters and he want me to work like a trainee and he my package will 1.8 otherwise no need to come. Is this the right way to do and how will I file a case against him. I mean he conducted the interview after that how can someone say to reduce the CTC. I have signed offer letter by him stating my packages and all.
This is my response to you:
1. Firstly try to settle the matter at your level by writing a letter of concern to the HR as well as your employer;
2. If they don't reply then send them a legal notice;
3. They have to send a reply and if they fail to do so, you also have case of cheating under section 420 of the IPC;
4. They will most probably try to settle the matter at the personal level.
