Company not ready to provide transfer even due to medical reason

Sir, I have been suffering from Lupus nephritis (medical condition) since 14 years. I am working in a Public sector unit, govt.of India. I have been trying for transfer since last 10 years on medical grounds. My husband also working in the same organization. Over 100 members got transferred to other locations on medical grounds/ personal grounds/ organizational interest. I and my husband were also given departmental interviews for transfer on departmental vacancies. I have two kids and I need to travel 300 km for getting medical check ups frequently. At my working place no facility available in our hospital. My mother expired recently due to medical negligence at my working place who had come to help me and my children as i am suffering with disease. My entire family got disturbed due to her loss. Even my management telling it was fate and written by god for giving transfer and reluctant to give transfer. Please suggest me what to do.
