Company not paying salary and continuously delaying the same

Working for a private company for almost an year. They said first 3 months are probation period after that i would be on the company payroll. They have not paid my salary for past 3 months and are continuously delaying the same. I have been following up for 3 months and no progress on it. What action can i take? They are not responding to my calls as well.
Escalate the dispute to HR level, if they do not reply, then contact a lawyer and issue a legal notice demanding the arrears of salary along with interest, if this is also not done, then file a petition before the labour commissioner/court and seek your arrears and compensation as well.
