Company not paying 6 months dues

Worked for one company as Consultant during July 2018 to July 2020. Company (based in Kolkata & Gurgaon) is not paying my remuneration and per diem since Sep 2019. Please suggest for legal course of action.
Send them a legal notice to clear the outstanding dues and if they do not oblige, then file a complaint before the labour commissioner.
The notice should contain all the details of the job, leaving job, notice period served, etc.
