Company needs secondary school certificate for promotion

I have a colleague who is due for promotion. the recruitment rules of the office states that the basic qualification for the post is Secondary School Certificate but my colleague does not have this certificate. However he has a B.Com Certificate from a recognised university. Is he eligible for the post?
Yes he is eligible. However it looks like he is applyed for a lower post before. What's his qualification? Kindly provide more details about the post and if you have the recruitment rules pls mail me. Let me go through it and give proper guidance
It depends on what Company this is, Govt Jobs or Govt undertakings purely go by strict rules. No certificate means no qualification, however by pure logic I understand B.com certificate should enable you to eligible.
