Company asking money to get relieving and experience letter

Hi Sir, My previous employer is asking for 60,000 INR as a full & final settlemment payment for gettting relieving and experience letter. In the company regulations it is stated that the employee has to pay the amount taken as a laptop, tool kit or training advance if he leaves the organisation before 3 years of service. Please tell me do i really need to pay the amount as it is a huge amount. I have worked for 1 year in that organisation.
