Clarification on rules of appeal

I want to appeal against the order of disciplinary order issued one year ago.byorder imposed punishment of increments withheld for three years. Can I appeal after lapses of time.
Dear Sir,
Kindly provide the requisite information by putting light on the following questions: who ordered punishment against you? is it the court or your Department? Secondly if its the court then you can appeal by filing an application under section 5 of the Limitation act for condonation of delay along with it it is the discretion of the court to allow your appeal or not.
