Clarification on hiring consultant/retainers due to less fund

We are a new organization and work in social sector domain. Due to less funds we plan to hire staff but not as employees but as consultants or retainers. However the issue is if we could hire either consultants or retainers as full time professionals who would be responsible to the organization and work dedicatedly for our organization and follow company rules and regulations. I wish to seek advice on the above and know 1. If we could hire either consultants or retainers in place of full time employees 2. Can we bind them by company rules and regulations?

Answer - yes you may do that. But not all of your employees could be consultants. Only 20% of all the employees can be consultants in your organization.
