Clarification on appointment in unreserved category post

I heard that according to Constitution of India when a reserved category (obc/SC/st)candidate passed by getting any relaxation in competitive exam he can't get appointment in 'UNRESERVED CATEGORY post. I need the full details about it.. plz help me.
